The law was unanimously approved by both houses, and received royal assent on December 23rd, 2021.
Short Title
1. Upon passage, this bill may be cited as The University Act.
Article 1 - Creation
1. A subforum called “The Royal Begonia University” will be maintained in the public forum.
2. A subforum called “Applications and Enrolment” will be maintained in The Royal Begonia University.
Article 2 - Management
1. The position "Director of the University" will be created.
2. The Director of the University will be nominated by the Monarch.
3. The nomination will then be voted on in the Delphinium Council where it must receive a simple majority in favour to pass.
4. Should the nomination fail, the Monarch may put forward a different individual.
5. The Director of the University will serve until their resignation.
6. Loss of councillorship will automatically be classed as resignation
7. The Kylian Assembly may, at any time, remove the Director of the University with a resolution passed with a simple majority in each active house.
8. There are no limits on what other roles the Director of the University may hold.
Article 3 - Organisation
1. The Director of the University must create enrolment and application threads for each course in the region within the “Applications and Enrolment” subforum that holds the information for every school.
2. The course threads must include information about the roles and the responsibilities they hold.
3. The Director of the University will be responsible for updating the threads in both subforums to include any new courses requested by councillors within a timely manner.
4. The Director of the University will be responsible for the creation of schools within the University.
5. Schools are to be subforums within "The Royal Begonia University".
6. Schools must relate to a broad subject area in order to fit as many courses as possible into the schools.
7. There must always be a "School of General Studies" for subjects that don't fit into an existing school.
8. The Director of the University is permitted to move courses into the appropriate schools.
9. The Director of the University has sole authority on the movement of courses to schools.
Article 4 - Applications
1. Councillors may enrol in as many courses as they desire.
2. A thread will be created by the Director of the University within the “Applications and Enrolment” subforum for those formerly holding roles to apply to lead courses.
3. The Director of the University and the Minister of Culture will both be responsible for accepting applications.
Article 5 - Courses
1. Councillors currently in a role will be able to lead courses.
2. Courses will be led by the first willing individual meeting the criteria of having served in the applicable role, or being otherwise qualified to do so.
3. Courses may be done directly, through pre-written explanations, or any other method approved by the Director of the University.
