Copyright Act
An Act to provide for the protection of original authorship of certain works, materials, and other distributed media.

Article I
Section I - Definitions
a.) Copyright: The exclusive right of a councillor to prevent, bar, gag, and restrain another person from reproducing or distribute a creative work, material, or other media..
Section II - Provisions
a.) Copyright is not dependent upon the reason, means, or purpose of creation, even if the work, material, or media was created for government use.
b.) A copyright holder shall have full control and rights to their works, materials, or other media provided it is original and nobody else has copyright control. Control and rights to content include the ability to prevent, bar, gag, and restrain another person from reproducing or distributing an original fixed creative work, material, or other media.
c.) Any works entering the public domain name shall still bear the name of their original author.
d.) A person who reproduces, recreates, or otherwise distributes a creative work, material, or other media that they do not hold a copyright to and does so without the explicit permission of the copyright holder shall be given a cease and desist notice by the copyright holder. If the person does not cease and desist their reproduction, recreation, distribution, or so other violation of the copyright, they shall be liable to felony charges under Kantrian law.
e.) If a work was created by multiple persons, they shall collectively have copyrights, unless a person relinquishes that right to the other persons. If all persons relinquish their copyright of a particular work, material or media, then the work, material, or media shall enter into the public domain.
i. Any relinquishments of a copyright must be public and verifiable.
f.) If a work was created for government use, the work shall be attributed to its creators or authors, but the creators or authors shall not hold the government ex officio liable in perpetuity. The previous sentence includes all bills, laws, regulations, procedures, and High Tribunal judgements.
g.) All copyrights shall remain in effect for the duration of citizenship of the authors or creators plus four years. If there is a break in citizenship not longer than four years, the most recent citizenship period shall be used and the copyright time shall be reset and recalculated. Once the copyright time protection expires, the work, material, or media shall enter into the public domain for free use and redistribution. If a citizen is convicted for treason or for other high crimes for any length of time, all their works created therebefore shall enter into the public domain immediately.
h.) An Acanthus Library shall be created to store all works, materials, and media in the public domain, including all laws, rules, and High Tribunal judgements.
j.) A Royal Librarian shall be appointed by the Monarch, serve at their pleasure for any duration, and shall be tasked with the cataloging of all works that have entered into the public domain. The Royal Librarian may appoint up to three assistant librarians, subject to the Monarch's approval, to maintain the several sections of the library.
Section III - Enactment
a.) This act shall apply to all works, materials, or other media in existence at the time of royal assent and to all works, materials, or media created thereafter, up to but not including duplications. Copyright of works that are duplicates shall be in the possession of the original creator or author.
b.) This Act shall take effect immediately upon receiving royal assent.
