The following Act was passed on January 3, 2021 by a vote of 8-0.
Identification number was changed from D.C. 2021/001 to D.C. 2021/011 on January 29th, 2021 in following with a supplement to the Rules of Order.
Comprehensive WA Law
Article 1 - Appointment and Removal
Section 1 - Appointment
1) The Kantrias delegate for World Assembly (hereafter referred to as WAD) shall be elected by the Delphinium Council.
2) Elections are carried out as outlined in Article 5 of the Constitution
Section II - Removal
1) The WAD may be dismissed through a resolution passed by the Delphinium Council
Article 2 - Term and Position
Section I - Term1) The WAD shall serve for a period of one hundred and twenty days.
Section II - Position
1) The Office of the WAD is an independent branch of government working in conjunction with all other Ministries.
2) The WAD is accountable to the Lord Chancellor, the Ministers of the executive branch and the Delphinium Council.
3) The WAD may not interfere with the affairs of the Ministries without approval from the relevant Minister.
4) The Lord Chancellor is entitled to issue directives to the WAD in order to promote the best interests of the Alliance of Kantrias, the WAD is entitled to dispute directives. Such disputes shall be resolved by the Delphinium Council.
5) The WAD is entitled to dispute any action made by a Minister that either directly or indirectly affects the Office of the WAD. Such disputes shall be resolved by the Delphinium Council.
Article 3 - Roles and Responsibilities
Section I - Representation1) The primary role of the WAD is to represent the Alliance of Kantrias at the World Assembly.
2) The WAD is to cast their vote for WA proposals as dictated by the majority of regional votes. In the case of a 50-50 split of votes, the WAD may cast their vote as a tiebreaker.
3) In the case of a WA proposal being of significant importance to the region, the Lord Chancellor may convene an emergency session of the Delphinium Council and in agreement may issue a non-disputable directive to the WAD.
4) The WAD is obligated to keep the member nations of the Alliance of Kantrias well informed of WA matters, this should be done in a report published every thirty days in The Office of the World Assembly Delegate.
5) The WAD is therefore required to provide a summary of WA events upon request.
6) The WAD is obligated to answer to the best of their ability any questions made by a member nation of the Alliance of Kantrias in regards to the WA.
Article 4 - Endorsements
Section 1 - Endorsing the Delegate
1) All nations in the World Assembly are strongly urged to endorse the World Assembly Delegate but are not obliged to do so.
Section 2 - The Endorsement Cap
1) The endorsement cap shall be set at 75% of the endorsements held by the World Assembly Delegate.
2) Endorsing a nation if it will push them over the endorsement cap is forbidden. Nations pushing another one over the endorsement cap will be held equally responsible.
3) Nations above the endorsement cap will be notified by telegram and given 24 hours to rectify the situation.
4) If a nation illegally becomes the World Assembly Delegate they may be ejected from the region.
5) The Lord Chancellor is responsible for monitoring endorsements, however, all Councillors are encouraged to report any nations over the endorsement cap.
Addendum
1) Directives are hereby defined as instructions relating to any action outside of the WAD’s vote on WA proposals.
2) D.C. 2020/002 is repealed
3) The office of the WAD hereby known as “The Office of the World Assembly Delegate” will be established as a subforum located in The Public Forum.
