The following Act was passed on January 31, 2021 by a vote of 5-1.
The Delphinium Council recognizes the Royal Kantrian Army as established by EO 003, and for the stability of the region enshrines it into law.
1. The Royal Kantrian Army are established as the armed forces of Kantrias.
2. No other military force may be established under the banner of Kantrias.
Section 2 - Organization
1. The Lord Marshal will act as the day-to-day commander of the Royal Kantrian Army, inferior only to the King on matters involving the military.
2. All decisions made by the Lord Marshal involving the Royal Kantrian Army must be reviewed by the King, and overturned if necessary.
3. The Lord Marshal shall be appointed by the Lord Chancellor within the first seven days of their election, and will serve until either the next Lord Chancellor election, their removal by the Lord Chancellor, or their resignation.
4. The Lord Chancellor may not serve as Lord Marshal.
5. Councilors may enlist in the Royal Kantrian Army, pending approval by the Lord Marshal, the King, or an approved officer.
6. Further organization and ranking with the Royal Kantrian Army may be done by law. The Lord Marshal will be empowered to create ranks and divisions where not specified in law.
7. Promotion within the Royal Kantrian Army is the prerogative of the Lord Marshal. This power may be delegated to other ranks and individuals within the armed forces.
Section 3 - Oversight
1. There must exist a hidden subforum in the Office of the Lord Chancellor for military oversight.
2. The Lord Chancellor and Lord Marshal and approved officers of the Royal Kantrian Army will have access to this forum.
3. Ministers and employees of the Ministry of Foreign Affairs may request access to this subforum, and be granted it after being vetted. The Lord Chancellor and Lord Marshal may decide on the vetting process, however, certain factors such as links to other regions must always be considered.
4. The Lord Marshal or approved officer must post all planned operations and training exercises. For occupations or destructive operations, the targets must be given 3 days in advance. For tag operations targets are not needed.
5. If targets are objected to by the Lord Chancellor or the Minister of Foreign Affairs, no military operation targeting them may be carried out.

1. The Royal Kantrian Army will ensure the defense of the region in the event the nation of Cerian Quilor ceases to exist.
2. To train the Royal Kantrian Army may engage in Tactical Army Games (TAGs).
3. The Royal Kantrian Army may be deployed for the defense and liberation of allies and friendly regions.
4. The Royal Kantrian Army may engage in joint operations with allies and friendly armed forces.
5. The Royal Kantrian Army may engage in occupations and destruction of regions if a formal declaration of war has been made against them.
6. Excepting allied regions and regions who have an embassy with them, occupations and limited ejection of natives are permitted in regions with any of the following tags at the start of the operation:
a. Fascist,
b. Jump Point,
c. Puppet Storage,
d. Totalitarian,
e. Minuscule
f. Small,
g. Medium, or
h. Large.
Section 2 - Prohibited Actions
1. The Royal Kantrian Army may not engage in forum destruction under any circumstances.
2. The Royal Kantrian Army will not occupy or support occupations of regions not specifically permitted in Article 2, Section 1 of this document.
3. Where limited native ejection is permitted, natives may not be ejected unless they are being used to hinder military operation, such as liberating a held region.
Section 3 - Liaisons
1) Military liaisons will be allowed to act within other regions and work alongside the Kantrian diplomats in said region.
2) The liaisons will have less jurisdiction than the diplomats, reporting any important activities (such as trainings or offered joint-operations) from a region's military to the diplomat and the AFK so that they may inform the Kantrian government.
3) Diplomats will also be responsible for performing assessments of how the military liaison(s) are acting in a region and inform the government and AFK of said assessment. If the liaison(s) are seen to be doing a poor or otherwise unsatisfactory job in their position, they will be punished according to both Kantrian law and the regulations of the Allied Forces, and may potentially be removed from their position.
