The following act was passed by the Delphinium Council on May 1, 2020 by a vote of 4-0.
It was repealed on January 3rd, 2021 by D.C. 2020/011.
Office of the World Assembly Delegate of Kantrias
Article I -- World Assembly Delegate Appointment and RemovalSection I -- Appointment
A.) The Kantrias delegate for World Assembly (hereafter referred to as WAD) shall be elected via secret ballot.
(i) The Supreme Chancellor must first announce the availability of the Delegacy to the general public of Kantrias.
(ii) All residents of the Alliance of Kantrias are eligible for election with the condition that they be part of the region forums.
(iii) There shall be a period of 72 hours for candidates to announce their intention to run for office.
(iv) The WAD will be elected through a vote of Councillors through the Delphinium Council.
(v) The candidate that receives the most votes shall become the WAD.
Section II -- Removal
A.) The WAD may be dismissed through one of the following avenues:
(i) An official executive order by the Supreme Chancellor, to be confirmed by the Delphinium Council through secret ballot within 7 days of dismissal.
(ii) A resolution passed by the Delphinium Council.
Article II -- Term, Position, and Conditions of Service within the Government
Section I -- Term
A.) The WAD shall serve from the time of his/her appointment for a period of four (4) months.
B.) No term limits shall be imposed on the Office of the WAD.
Section II -- Position
A.) The Office of the WAD is an independent branch of government working in conjunction with all other Ministries.
(i) The actions of the WAD are accountable to the Supreme Chancellor, the Ministers of the executive branch and the Delphinium Council.
(ii) The WAD may not interfere with the affairs of the Ministries without approval from the relevant Minister.
(iii) The Supreme Chancellor is entitled to issue directives to the WAD in order to promote the best interests of the Alliance of Kantrias, the WAD is entitled to disputing directives. Such disputes shall be resolved by the Delphinium Council.
B.) The WAD is entitled to dispute any action made by a Minister that either directly or indirectly affects the Office of the WAD.
(i) Any such disputes are to be raised to the attention to the Supreme Chancellor for mediation in an attempt to reach a resolution.
(ii) The Supreme Chancellor, upon the failure to mediate an agreement between the two parties, may issue a Judgement on the matter to resolve the dispute.
(iii) The dispute is to be resolved within a week (7 days) of the Supreme Chancellor commencing mediation.
(iv) Resolutions and Judgements are binding and final.
Section III -- Conditions
A.) The WAD is legally obligated to meet the following conditions:
(i) They fulfill all roles and responsibilities as defined by the Supreme Chancellor and the Delphinium Council.
(ii) They remain in good standing with the Delphium Council and the Supreme Chancellor, complying will Resolutions, Judgements and the Laws of the Alliance of Kantrias.
(iii) Remain in contact with the Executive branch of Kantrias through at least one of three (3) mediums - Discord, Forums, Region Message Board.
Article III -- Roles and Responsibilities
Section I -- Representation
A.) The primary role of the WAD is to represent the Alliance of Kantrias at the World Assembly.
(i) The WAD is to cast their vote for WA proposals as dictated by the majority of regional votes. In the case of a 50-50 split of votes, the WAD may cast their vote as a tiebreaker.
(ii) In the case of a WA proposal being of significant importance to the region, the Supreme Chancellor may convene an emergency session of the Delphinium Council and in agreement may issue a non-disputable directive to the WAD.
B.) The WAD is obligated to keep the member nations of the Alliance of Kantrias well informed of WA matters.
(i) The WAD is therefore required to provide a summary of WA events upon request.
(ii) The WAD is obligated to answer to the best of their ability any questions made by a member nation of the Alliance of Kantrias in regards to the WA.
Section II -- Additional Provisions
A.) The WAD may elect to appoint a Vice-Delegate.
(i) VD appointments may be overturned via Executive Order, however, the Supreme Chancellor may not appoint a VD against the wishes of the WAD.
(ii) The VD may perform the duties of the WAD as delegated by the incumbent WAD.
(iii) The VD may be dismissed by the WAD at any point with approval from the Supreme Chancellor.
B.) The WAD may elect to form a council to assist in carrying out the duties of the WAD.
(i) The Council may consist of any willing member of the Alliance of Kantrias.
(ii) The Council serves to advise the WAD on WA proposals as well as to keep the Alliance of Kantrias as a whole informed.
Article IV -- Endorsements
Section 1 - Endorsing the Delegate
A.) All nations in the World Assembly are strongly urged to endorse the World Assembly Delegate but are not obliged to do so.
Section 2 - Nations Pushing Others Over The Endorsement Cap
A.) The endorsement cap shall be set at 75% of the endorsements held by the World Assembly Delegate.
(i) No one shall endorse a nation if it will push them over the endorsement cap. Nations pushing another one over the endorsement cap will be held equally responsible.
(ii) Nations above the endorsement cap will be notified by telegram and given 24 hours, or until more endorsements are gained to rectify the situation.
(iii) Nations above the cap will be subjected by an endorsement campaign led by the regional administration.
(iv) If a nation illegally becomes the World Assembly Delegate they may be ejected from the region.
(v) The Supreme Chancellor is responsible for monitoring endorsements, however, all Councillors are encouraged to report any nations over the endorsement cap.
Addendum
A.) Directives are hereby defined as instructions relating to any action outside of the WAD’s vote on WA proposals.
B.) Good Standing are hereby defined as remaining compliant with the laws and regulation of Kantrias as well as maintaining good conduct when interacting with the community, both members and foreign visitors.
